高齢者の生活支援をめぐるケアマネジメントの援助方法をめぐる課題 : 高齢者虐待問題を中心に Challenges Concerning How Care Management Should Work to Provide Living Assistance for the Elderly: Focused on the Problem of Elder Abuse 大和田, 猛 オオワダ, タケシ Owada, Takeshi 高齢者虐待 ケアマネジメント 支援システム Elder abuse Care management Support system application/pdf 2000年4月に改正された、社会福祉法では第3条に福祉サービスの基本理念として、個人の尊厳の保持や日常生活の支援については良質かつ適切なものであることを明示している。また、第5条で福祉サービス提供の原則を掲げ、福祉サービス提供においては利用者の意向を十分に尊重することが明示されている。社会福祉サービスはこれまでの日常生活に支障のある人に対して、生活支援を行う場合の理念として、基本的人権の尊重、主体性の尊重、自立生活の支援、自己実現の支援、権利擁護などが主張されてきた。 近年、高齢社会を迎え、高齢者の介護の問題や認知症ケアの在り方などが多面的に議論されている。本稿では、高齢者虐待の問題を青森県内のサービス提供事業所及び職員に対して実施した結果を分析し、高齢者の生活支援をめぐるケアマネジメントの在り方について考察する。 Article 3 (Basic philosophy of welfare services) of the Social Welfare Law, revised in April 2000, stipulates that welfare services shall be high quality and appropriate in terms of the protection of individual dignity and assistance with daily living activities. In addition, Article 5 (Rules for the provision of welfare services) of the same law provides that due respect shall be given to the intentions of recipients of welfare services. Principles that have already been widely advocated in the field of welfare services for individuals who require assistance with daily living include respect for basic human rights, respect for individuality, assistance for independent living, assistance for self-fulfillment and protection of rights. As the population has been increasingly aging in recent years, debates have been raised from many different angles around the issue of care for the elderly and what care should be provided for dementia patients.
