These discussions pointed out a drop in the level of achievement of students as reported by many lecturers from different universities. These lecturers insisted that the cause of the drop in achievement levels was due the educational reforms by the Ministry of Education and Science. However the Ministry of Education and Science objects to this opinion saying that achievement levels have not dropped, based on a comparison of international testing. These discussions have a tendency of going to two different poles. I think it is necessary to arrest this tendency, so I would like to suggest four ways to approach this problem : (1) to clarify what the meaning of 'achievement' is, (2) to establish a common measure for achievement, (3) to establish a standard achievement level for students and to promote a higher level of achievement, (4) to establish a national awareness of appropriate achievement levels for students., 国立情報学研究所の「学術雑誌公開支援事業」により電子化されました}, pages = {131--136}, title = {「学力論争」の視座 : 論争が実りあるものになるために}, volume = {5}, year = {2004}, yomi = {サトウ, マサアキ} }
