 note = {application/pdf, 社会福祉法は2000年6月に改称・改正された。その目的は、福祉サービス利用者の利益の保護と自立生活支援による地域福祉の推進である。市町村で策定する地域福祉計画及び都道府県で策定する地域福祉支援計画は、社会福祉法の条文で明示された。これまで、様々な老人保健福祉計画や介護保険事業計画、児童育成計画など、分野別の計画が構想されてきた。しかし、地域福祉計画は地域社会を基盤とした福祉総合計画であることから、その意義は大きい。今回日本における戦後から現在に至る福祉計画の変遷をレビューした。地域福祉計画は、地域福祉政策の計画的推進の手段であり、その目的は「福祉コミュニティ」の形成にあると考えた。福祉コミュニティに含まれる内容を先行研究から検討した。その結果、地域福祉計画の目標は福祉コミュニティの形成にあると結論した。
In Japan social welfare legislation was revised in 2000. Tha aim of the new legislation is to protect the interests of users and to promote community welfare through support to independent living. It demands the "social welfare planning, both municipal and prefectural, at the community level." Hitherto, various plans for health and welfare services for the elderly, care insurance enterprises, child rearing promotion, etc., have been made and carried out, but this new idea of "social welfare planning at the community level" is important in that it envisage a comprehensive and systematic planning based on the realities of the local community itself.
