In individual local communities, the formation of a \"functional community for welfare\" is needed for the promotion of community-based social services. I considered the history and the background of community-based social services in this research, and as a result I concluded that community welfare policy requires the formation of a functional community for welfare. Need to consider furthermore, I reviewed the concept of community-based social services and the precedence research. For, community-based social services, the construction, and formation of the environment and the formation of a functional community for social welfare based on an area are insepasable. I cannot be called true community based social services, even if the welfare based on an area is constructed around home care welfare, unless the formation of a functional community for welfare is involved. The functional community for welfare is the target of the formation of a community, and it also forms one social state which constitutes the community.
