| 内容記述 | 福祉系4年制大学の学生が特別養護老人ホーム等の配属実習先において、遭遇した実習現場職員の利用者との関わり場面の自由記述から、レジデンシャルワーカーとしての専門職資質、特に利用者の権利擁護や虐待予防の問題を中心に若干の課題を検討した。その結果、社会福祉施設という対人援助の実践現場においても、良質なサービスの提供、利用者の尊厳の保持、利用者の意向の尊重、権利擁護、虐待防止などの基本的に職員に求められる行動規範について問題のある職員が存在することが示唆された。特に、施設の利用者は心理的虐待やネグレクトを受けやすく、自己尊重と尊厳を維持する権利、適切な介護を受ける権利、質の高いサービスを受ける権利、人格が尊重される権利などについて、権利侵害が多いことが類推される。したがって、レジデンシャルワーカーを養成する教育組織における人権教育の必要性が求められ、施設においても倫理綱領の作成と職員の行動規範の確立、人権意識啓発のための研修、職場内のスーパービジョン体制の整備などを通して、真の意味で利用者の快適なソフト面での生活環境を整備することが集眉の課題である。We examined a small number of issues surrounding the professional qualification as residential workers necessary for the staff of special nursing homes for the elderly and other similar facilities. A special focus was on the defense of the rights of and prevention of abuse of facility recipients. Some four-year welfare university students were assigned to such facilities to receive hand-on practice. They were required to provide free descriptions of scenes, encountered by them, where the staff interacted with facility recipients. Results suggest that even at social welfare facilities where assistance is provided to people, there are problem staff members in terms of the code of conduct which the staff is generally required to follow, such as provision of quality services, preservation of the dignity of recipients, respect for recipients' wishes, rights advocacy, and abuse prevention. Especially, facility recipients are likely to be psychologically abused or neglected, so it is considered that their rights are often violated, such as the rights to maintain their self-esteem and dignity, to receive suitable care, to receive quality services, and to be treated with respect for their personalities. Therefore, there is the need for human rights education at education organizations developing residential workers, whereas at welfare facilities, it is an urgent issue to establish and maintain living conditions, in an emotional and psychological sense, about which recipients feel truly comfortable, by taking actions such as developing the code of ethics, establishing the code of conduct for the staff, training the staff to raise awareness of human rights, and having a system of workplace supervision in place. | |||||
