| 内容記述 | 1948年のワンデル報告に先立ち、1946年にGHQ労働諮問委員会社会保険報告が作成されている。この報告は、多くの関係者へのインタビューと基礎資料の分析により、日本の社会保障体系の特長を明示し、新たな社会保障制度構築のための提案をしている。特に、Scapin775成立や失業保険創設の過程の一部がこの報告によって明らかとなった。報告は、これまで未訳であったが、こうした点で資料価値が高いと思われる。報告は、全体として、日本の社会保険は、必要に応じて次々と制度が追加され、その結果、細かい制度に分かれているとしているが、いくつかの長所も見いだしている。特に、1945年までに医療保険では、ほぼ国民皆保険が達成されていたことを賞賛している。また、日本の社会保障は、「アメリカの社会保障制度と異なり社会保険と公的扶助の両方を含むものとなっていない」と評価し、その理由として、公的扶助の概念が形成されていないことと、社会保障予算に占める政府支出(公的負担=地方負担分も含む)が10%にも達していないことを挙げている。さらに、社会保険は、イギリスやドイツの影響を受けて、いわゆる大陸型に類型化し、郵便局簡易保険が補完的制度となっていることを重視している。 A report by the social security investigating group of GHQ called a Wanderoo investigating group generally in July, 1948 and an advice were done a service of to the Japanese Government. I precede this, and, in May, 1946, the Labor Advisory Committee submits "a Report about the Japanese Social Insurance Program" to PHW. The Wanderoo report describes the present conditions analysis of the Japanese social security that it was based on an LAC report. The LAC report analyzes a Japanese social insurance system until 1946 and evaluates the uniformity. In addition, It shows the present prescription. For afterward, Japan where this report was given to, some important orders are started by GHQ. However, for the Wanderoo report, Japan gave a constant response, but ignored LAC report in itself. The Japanese correspondence was given like the reception of Department of Social Welfare, Faculty of Health Sciences Aomori University of Health and Welfare the GHQ order after the LAC report. LAC report in itself had a potential influence for Japan, but, as for the indication of the report, there is the part which fulfills a current system. |
