| 内容記述 | Since establishment of the Certified Social Workers and Certified Care Workers Law in 1987, there are currently over 95,000 qualified social workers and over 640,000 qualified care workers in Japan. Though debates regarding the specialization of such state-qualified care workers and social worker professionals have until now been actively advanced from a number of positions, discussions for preserving the specializations of the social worker and the care worker are of a minority. With the backdrop of advancing "low birthrates and an aging" population, it has been noted that occupational commitment rates for social and care workers providing support for the lives of the elderly are low in recent years, with high rates of job turnover. We have reviewed details of previous research into social and care work and workers, and carried out a formalization of the services practiced on social welfare and the characteristics of social and care work. Specializations and working environments for social and care workers are also discussed, and factors contributing to prevent social and care worker occupational commitment within special nursing homes for the elderly are demonstrated on examination of the realities of the job including employment, employment status, and compensation. Based on this, we have considered points for improvements to the working environment, and details for system reform at local and national levels of governance. 1987年に「社会福祉士及び介護福祉士法」が成立して以来、現在では、社会福祉士の有資格者は9万5千人、介護福祉士の有資格者は64万人を越える規模になっている。これまで、このように国家資格化された福祉専門職の専門性をめぐる議論は、多面的に展開され、活発に行われてきた。しかし、専門性を担保する福祉労働論は非常に低調であった。 近年、「少子・高齢化」社会が進展している状況の中で、高齢者の生活支援に従事する福祉労働者の職場定着率が低く、離職率が高いことが指摘されている。 そこで、本研究では、福祉労働・者をめぐる先行研究の経緯をレビューし、社会福祉実践サービスと福祉労働の特徴を整理した。その上で、福祉労働者の専門性と労働環境を論考し、特別養護老人ホームにおける福祉労働者の職場定着を阻害する要因を、雇用、就業形態、賃金等の雇用状況の実態を概観しながら明らかにした。これらを踏まえながら、職場環境改善のポイントや国や地方自治体への制度改善の内容を考察した。 |
