The system has forced to change the ideolgy on which social welfare system had been administered, and necessarily brought about a reform of basic social welfare structure. The shift from a measure - taking system to a contract system has accelerated the equal relation between customers and providers of the system, its free selection by customers, and the participation of private enterprises.
