'Development support' refers to support for children with mental disorders who are accommodated in social welfare institutes, and 'reform of views of staff means the reformation of staff views of the support which the staff offer to the children in such institutes. The paper consists of three parts. The first part reviews the concept of 'support' with reference to views of disability or handicap in the contemporary context. The second puts forward a development theory based on articles written by family members of the children. The third develops further discussion of the reform of staff views. It is high time staff views were reformed in the current situation, where the transformation of the social welfare system is an ongoing process, taking some ideas from economics.
