In light of these circumstances, this paper discusses: (1) roles that the foster-parent system can play, as child welfare measures, for children with such backgrounds that need protection; and (2) the expected position and roles of the foster-parent system in the future. Characteristic of children needing protection in recent years has been an increase in the number of children who are not given appropriate care in spite of the presence of their parents, which has resulted in an increase in the complexity and variety of juvenile problems. In Japan, 90% or more of the children that need protection are accommodated in children's homes and child-care institutions and less than 10% are entrusted to foster parents. However, in order to guarantee a child's right to be brought up in a domestic atmosphere, it is necessary to promote entrustment to foster parents.
