Tha aim of the new legislation is to protect the interests of users and to promote community welfare through support to independent living. It demands the \"social welfare planning, both municipal and prefectural, at the community level.\" Hitherto, various plans for health and welfare services for the elderly, care insurance enterprises, child rearing promotion, etc., have been made and carried out, but this new idea of \"social welfare planning at the community level\" is important in that it envisage a comprehensive and systematic planning based on the realities of the local community itself.
