| 内容記述 | 2000年6月に成立した社会福祉法は、我が国の社会福祉パラダイムを地域福祉の推進と規定した。個別地域社会において、地域福祉を推進していく上に、「福祉コミュニティ」の形成は不可欠である。本研究では、地域福祉の歴史、背景を考察し、地域福祉政策も福祉コミュニティづくりの理念と方向を持つものであることを考察した。さらに、先行研究の地域福祉概念や構成要件をレビューした。その結果、地域福祉は、地域を基盤にする社会福祉の構築と環境づくり、福祉コミュニティづくりが一体化されたものであり、福祉コミュニティづくりが伴わなければ、在宅福祉を軸とし、地域を基盤とした福祉が構築されたとしても、真の地域福祉とは言えない。福祉コミュニティは、コミュニティづくりの目標であると同時に、コミュニティを構成する一つの社会状態をつくるというものでもある。従って、地域福祉の推進の上で、「福祉コミュニティ」づくりは重要な意義をもつ、と結論付けた。 | |||||||||||

| 内容記述 | Social welfare legislation enacted in June 2000 provided a social welfare paradigm for our country based on the promotion of community-based social services. In individual local communities, the formation of a "functional community for welfare" is needed for the promotion of community-based social services. I considered the history and the background of community-based social services in this research, and as a result I concluded that community welfare policy requires the formation of a functional community for welfare. Need to consider furthermore, I reviewed the concept of community-based social services and the precedence research. For, community-based social services, the construction, and formation of the environment and the formation of a functional community for social welfare based on an area are insepasable. I cannot be called true community based social services, even if the welfare based on an area is constructed around home care welfare, unless the formation of a functional community for welfare is involved. The functional community for welfare is the target of the formation of a community, and it also forms one social state which constitutes the community. Therefore, I concluded that the formation of a "functional community for welfare" is important for the promotion of community-based social services. |
