| 内容記述 | Half a century has passed since Act for the Welfare of Persons with intellectually disabled was established. In the background of this Act, there were concerns from the parents about their children with intellectually disabled after they passed away. In the beginning of 1990, their deinstitutionalization and lives as a part of the community were increasingly emphasized. However, more and more parents are killing their child or committing murder-suicide by anticipating their future lives. This means lives children with intellectually disabled after they lost their parents are not guaranteed yet. How do they feel like to have a child with intellectually disabled and what a life with their child would be? In this thesis, I interviewed parents whose children with intellectually disabled and found out the following issues from their responses; 1.Outside service is only a subsidiary of family nursing care. 2. there is no institutions that listen to and work on parent' s issues and concerns. To solve the issues, I let the following conclusions; 1.Outside service should not merely be a subsidiary, but it should also support their children with living in the community in peace after they lost their parents. 2.There should be a support system which listen to parent' s concerns and relief their stress, and provide future visions for their children. 知的障害者福祉法(旧精神薄弱者福祉法)が制定されてから、約半世紀が経った。法律が制定された背景には、知的障害のある子の親亡き後の生活の不安があった。親亡き後も知的障害のある子どもたちが終生安心して暮らすことができるような入所施設が必要であること、その土台となる法律の制定を訴えたのである。その後、入所施設は親亡き後の場として、日本全国に増設されていった。 1990年代に入った頃より脱施設や地域生活の重要性が強調されるようになった。しかしながら、親亡き後を悲観した親による子殺しや無理心中事件は後を絶たない。つまり、親亡き後は未だに問題として存在する。親たちはどのような想いを抱えながら、知的障害のある子どもたちと暮らしているのであろうか。 本論文では、そのような疑問から知的障害のある子どもと暮らしている親たちにインタビューを行なった。親たちの語りから、1.外部のサービスが依然として家族介護の補完として捉えられていること、2.親たちの悩みを聞き、一緒に問題解決に向けて考えてくれる相談機関がないことが明らかになった。これらの結果を踏まえ、1.外部サービスを補完としてではなく、親亡き後も知的障害のある子どもたちが地域で暮らしていくという視点の転換が必要であること、2.親たちのストレスや悩みを聞きながら、親亡き後の生活の見通しがつけられるような支援の必要性を結論として導いた。 |
