| 内容記述 | This paper discusses the possibility of a paradigm shift in the views of volunteers/voluntary activities with special reference to young people' s oncepts of volunteers. In my discussion, I argue that upgrading the concept of volunteers/voluntary activities from a free labour force to the dynamic of social change and that civil education is key to achieving this paradigm shift. The Great Hanshin-Awaji Earthquake, which caused heavy casualties and catastrophic damage to the areas, occurred in 1995 and that year was named 'the First Volunteer Year' in the memory of the volunteers who rushed to the area from all over Japan to take part in rescue operations. Since then, volunteers/voluntary activities have become acknowledged and this has led to enactment of the NPO Act of 1998. Many researchers discuss definitions of volunteers/voluntary activities, and key terms of their definitions include 'voluntary, without payment and for public interest.' These terms simply emphasise that volunteers/voluntary activities are beautiful because the volunteers commit themselves as individuals contributing to the public good. In the same manner, even junior high and senior high school students merely take volunteers/voluntary activities as just 'something good.' This view leads to the degradation and even abuse of volunteers/voluntary activities. Some people have been asserting that society has been moving towards a lessening of social cohesion. They insist that something should be done to remedy the current situation and to change for the better. Volunteers/voluntary activities could be one of the alternatives in response to this expectation. 近年、ボランティア(活動)が盛んになり、日本の社会に根付いてきているのは周知の通りである。しかし、ボランティア(活動)をどのように定義するのか、あるいは現代社会にどのように位置づけるのかという点、については、いまだに充分な議論されないままに残されている。「ボランティア」は、通常「見返りを求めず、人のために、自発的に活動する人」とされる。しかし、そのようなボランティア観は、ボランティア(活動)を矮小化するものではないだろうか。 本研究では、これからの社会の担い手となる若い世代、高校生や大学生のボランティア観に基づいて、「見返りを求めず、人のために、自発的に活動する人」というボランティア観を「古典的」ボランティア観とし、「新しい世紀の担い手となる市民」という「市民的」ボランティア観への移行、すなわちボランティア観のパラダイム転換の可能性について考察するものである。 若い世代の記述にみる限りでは、依然として「古典的」ボランティア観が強いといえる。ただ、少数ではあるものの、「古典的」ボランティア観を越えて、「新たな何か」を生み出すものとして捉えている者がいることも明らかになった。ボランティア観のパラダイム転換、それにはまだ時間がかかりそうだが、転換は確実に進行しているといえるのではないか。「人間社会回復のため」の市民教育のあり方と市民意識の醸成、そのためのボランティア教育はますます重要と考えられる。 |
