| 内容記述 | 知的障害のある人が地域で暮らすことを支えていくために、特別支援学校（旧養護学校）を卒業後に社会に出てから出会うさまざまな問題への対処するための学習の必要性、また生涯学習の機会保障の必要性は従来から指摘されてきた。 筆者らは、青森県における地域の知的障害者の生涯学習活動の現状と課題として、運営体制の不安定さ、人材や財源の確保の問題があることを指摘してきた。地域のボランタリーな活動だけで、知的障害のある人の生涯学習を「あるべき制度」として保障していくことは難しい。本論文では、このような学習を保障しうる機関として、「学校」の存在に注目し、青森県の特別支援学校で行われている青年学級の実態を明らかにした。 特別支援学校における青年学級においても、地域のボランタリーな生涯学習活動と同様に運営体制や人材や財源の課題があった。「学校」における青年学級の課題として、対象者の限定と学習内容、担当者（教員）のかかわり方、地域との連携、などの三つの課題があげられる。知的障害のある人の生涯学習を保障するための学校の役割としては、このような学習活動の抱える問題点を地域に発信し、地域からの参加を働きかけていくことがあげられよう。 It is said that continuing education is necessary for people with intellectual disabilities who have graduated from schools for handicapped children. However, educational systems which can support their independence within the community are currently almost non-existent in Japan. In Aomori prefecture, some life-long learning activities for people with intellectual disabilities are supported on a volunteer basis but have problems in unstable management, staff and funds. It is very difficult to guarantee the life-long learning of people with intellectual disabilities through these volunteer activities alone. In this paper, we consider the role of schools from research on special classes for the youth in schools for handicapped children in Aomori Prefecture. These special classes for youth have the same problems as volunteer activities. In addition, there are problems with the limitation of the kind of student that can participate, the contents of learning, teachers’ involvement, and cooperation within the community. The role of the school to guarantee the life-long learning of people with intellectual disabilities is to teach the problems of their activities to their community and to stimulate the people within the community to participation in their activities. |
