| 内容記述 | 本研究は、ボランティアを社会の変革を促す力（ダイナミズム）として位置づけようとする「市民的」ボランティア観へのパラダイム転換を考察するものである。本稿では特に、「新しい市民社会」を創造する「市民の活動」としてのボランティア、「市民的」ボランティア観の形成を視野に、「市民」及び大学生の「市民」観について考察する。 世紀が変わり、社会状況も激変している。近代資本主義の「行き過ぎた」進化と発展、そして格差拡大など社会の不安定要素の増加を指摘し、このままでは社会が破綻しかねないと危惧する社会学者も少なくない。筆者は、このような状況に鑑み、現代社会の閉塞状況を穿つ存在としてボランティアを位置づけようとする視点を提示してきた。しかし、若い世代（高校生と大学生）の意識調査の結果をみる限り、このパラダイム転換にはかなりの時間を要する状況が明らかにされている（千葉たか子 2009）。 このような背景をもとに、本研究ではまず、「市民」について、社会学からの定義・概念、および日本における市民運動の先駆けとされる小田実の「市民」観を検討する。そして、本稿の「市民」の定義すなわち「自分の足で立ち、自分の足元の問題を真剣に考え、自分の感覚を大切にし、当事者意識で考え行動する人々、今日的な表現をとると、『政治的にリテラシーでありエンパワーメント』した主体的存在」を提示する。 次ぎに、大学生の持つ「市民」の定義・概念あるいは理解についての記述調査をもとに分析・考察を行う。調査で明らかになったのは、大学生の場合、「市民」についての理解が充分ではないことである。彼らが示した「市民」は、第一に「市に住む人」で次が「地域社会づくりに参加する／担う人々」という極めて限定的なものであった。「市民」を地域社会の再構築に関わる存在としての人々という位置づけは妥当なものである。しかし、地域社会の再構築には、制度・政策のおおもとである国や地方行政組織との関わりを無視しては成り立たない。「そこに住む人」というだけでは単純すぎるだろう。「市民」は、歴史的・政治的・経済的な背景をもつ概念である。学習による知識とともにその知識を活用して、社会理解を深める姿勢が求められる。この意味で、学生の社会を見る目を育てることの重要性が再認識されたことになる。 This paper discusses the concept of ‘citizens’ with special reference to university students’ images of ‘citizens,’ in the hope of rebuilding concept of volunteerism and voluntary activities which suit to contemporary times. In my discussion, I refer to the concept of ‘citizens’ already defined and present my concept of ‘citizens,’ as persons who are independent and recognise social issues as their own, and as persons who are empowered to challenge and solve these issues. In other words, ‘citizens’ are conscientious individuals. My research on university students’ images of ‘citizens’ show that many of them simply take ‘citizens’ to mean ‘residents of a city.’ Some students wrote that ‘citizens’ are persons who contribute to community building. They never refer to the ancient Greece nor to the capitalist class, which are the term’s basic definitions. Some people have been asserting that society has been moving towards a lessening of social cohesion, and insist that something should be done to remedy the current situation for a change for the better. Volunteerism and voluntary activities could be one of the alternatives in response to this expectation. Volunteers are ‘citizens’ who engender the dynamic of social change. |
