| 内容記述 | 介護保険制度は、社会保険方式で社会福祉サービスの1つである介護サービスを提供することとなり、これまで社会福祉制度を支えてきた理念や運営のあり方に大きなインパクトを与え、社会福祉基礎構造改革を必然化させた。すなわち、措置制度から契約制度への変化は、利用者と提供者との対等な関係、利用者の選択の自由、民間企業等の参入等と近代市民社会のあるべき理念に一歩近づいたことを明らかにした。 All local self - governing bodies of Japan, based on care insurance system, begin to provide a care service, one of social welfare services, in the form of social insurance. The system has forced to change the ideolgy on which social welfare system had been administered, and necessarily brought about a reform of basic social welfare structure. The shift from a measure - taking system to a contract system has accelerated the equal relation between customers and providers of the system, its free selection by customers, and the participation of private enterprises. These changes increasingly seem to have realized the ideology of modem civil society. |
